[Report] Report on the results of the investigation by the Japan Coast Guard (cases not filed, etc.) and our company's future response

We would like to once again sincerely apologize for the great inconvenience and concern caused to the customers on board, their families, and everyone involved regarding the accident that occurred on October 5, 2025, when the pleasure boat "Chidori" operated by our company collided with the quay of Numazu Port.
Today, there was a report in the media regarding the completion of the investigation by the Shimizu Coast Guard regarding this accident and the decision on criminal proceedings. In response to this, we would like to report our company's response and future response policy as follows.
1. Our company's reaction to reports such as postponement of filing of cases, etc.
Immediately after the disaster, our company has fully cooperated with the investigation into the cause by the investigative authorities and the Ministry of Land, Infrastructure, Transport and Tourism Transport Safety Board (JTSB).
There was a report recently regarding the conclusion of the investigation by the Shimizu Coast Guard and the decision to postpone the filing of criminal proceedings. Our company will continue to take this incident seriously and humbly, and will continue to strive to ensure even greater safety.
2. About civil compensation for victims and future responses
Regardless of the decision in this criminal proceeding, our company recognizes that it is an important responsibility to respond to customers who have been harmed by this accident.
We will continue to provide sincere and appropriate compensation procedures and provide sympathetic support to customers who have suffered damage, in cooperation with our attorneys and insurance companies.
3. Thorough measures to prevent recurrence and rebuilding of safety management system
Our company takes seriously the improvement order issued by the Chubu Transport Bureau of the Ministry of Land, Infrastructure, Transport and Tourism, and based on the improvement plan we submitted, we have completed and are implementing a fundamental rebuilding of our safety management system to prevent a similar accident from occurring again.
- Hardware enhancements:
Introduction of an automatic onboard announcement system linked to GPS (complete seating and thorough emergency guidance until berthing), introduction of speed limit alerts, and installation of "marine drive recorders" on all ships to constantly record the wheelhouse, passenger seats, and bow direction.
- Strengthening soft aspects and governance:
· Stricter rules for suspension of operations in the event of a problem of unknown cause, introduction of regular external audits by the parent company, proactive involvement of top management, and regularization of practical safety education and training.
In order to regain the trust of local residents and passengers on board, all of our executives and employees will work together to do our best to establish operational management and a corporate culture that puts safety first.
